Film Synopsis

Three representatives of the International Red Cross are allowed, for the first time, to communicate with prisoners at the notorious military prison in Uruguay, where 1,200 men are being detained.  They report on the conditions in which the prisoners are being held but cannot, because of their neutrality, put up any opposition.
